Digital literacy, situational picture

The improvement of digital literacy is a prioritized element of the Debrecen Smart City concept. On a national and international level the information needed for this can be learned through a freshly started priority project with different surveys.

This oppurtunity – said by the National Office of Vocational and Adult Education - ensures the Hungarian participation in the OECD adult skill and competence assessment program (PIAAC). The four main elements of the „Program for the International Assessment of Adult Competencies” are Literacy, Reading, Numeracy competences and Problem solving in technology-rich environments.

The understanding of these data are of outmost importance as out of 34 Hungarian students ranked 30th in the online reading comprehension test according to the PISA survey of 2012. More detailed tests yielded interesting results. In schools where the number of IT devices per students was the highest in 2012 were where in the last decade mathematical performance deteriorated.

Overall, even students who were taught with the help of IC devices weren’t performing better in mathematics, natural sciences competences and reading comprehension. But, as expected, students who rarely or never worked on computers performed worse than those students who occasionally used computers. With the more extensive use of devices, mathematical competence and reading comprehension showed worsening tendencies. The triannual PISA survey initiated by the OECD yielded discouraging results, as in Hungary the very low achievers’ rate has risen from 23 percent to 28 percent and, among the students, the rate of functional illiterates is 20 percent.

In face of these dire questions, the sixth Debrecen Smart City meetup was about the possibilities of early development of digital literacy Digital literacy contains knowledge that has been developed to skills which enable users to utilize the opportunities provided by computers e.g.: word-processors, spreadsheets, and the use and understating of other application software. The general knowledge of networks and the Internet is strongly connected to this and the importance of multimedia applications is also increasing. The role of e-administration and e-government is also incrementally expanding. These new opportunities are changing the traditional learning processes, the use of e-learning is also on the increase which provides opportunities for everyone to learn at home at their own pace..
